We manufacture AC power supply units to be built in ITE and sell them in general market. Is this commodity subject to VCCI scheme? Do we have to display the VCCI mark on the unit?

AC power supply unit itself is not subject to VCCI scheme. If you want to display the VCCI mark on the unit itself, you need to prepare a typical configuration with the power unit built in and do measurement of disturbance from the entire configuration.

This is about a battery powered ITE designed to be used in the car. However, it is operable anywhere outside the car if AC adapter is used. Is this ITE subject to VCCI scheme?

Exclusive Car-mounted equipment is out of VCCI scope, but ITE usable in home and outdoor by using batteries and AC adapter is subject to VCCI scheme. (Refer to Article 5, RULES FOR VOLUNTARY CONTROL MEASURES)
