1. Introduction
VCCI has long been engaged in the promotion of voluntary control of electromagnetic interference by information technology equipment under the membership system. In April 2005 VCCI started an additional program called“Kit Module Program.”This new program is designed to encourage program participants to declare the quality level of their module products with regard to disturbance emission as opposed to getting enforced by regulatory scheme on a system or equipment basis. More specifically, program participants first determine their module products to affix a quality label on, measure their disturbance level and affix the label of disturbance class that meets measured level.
The conventional system/equipment level self control program based on V-2 Rules for Voluntary Control Measures remains intact with the Kit Module Program.

2. Rationale
This program is expected to serve both modules manufactures and equipment manufacturers in designing their products in a rational and economical manner for the following reasons.

  • Information Technology Equipment is made of a variety of modules. If disturbance level of each module is known beforehand equipment manufacturers and distributers can design or assemble equipment that emit less aggregated disturbance by selecting modules with small disturbance level declared. Thus they can reduce cost for measures against disturbance emission.

  • Module manufacturers can use the declaration on disturbance level as leverage for marketing. They will be motivated to supply module products with better disturbance containment.

3. Purpose
The purpose of Kit Module Program is to serve as an interface between module manufacturers and equipment manufacturers for interactions on disturbance control through which equipment manufacturers can ask module manufacturers to supply better products with regard to disturbance containment. As a result equipment manufacturers can release their products earlier with less efforts.

4. Kit modules eligible for the program

A printed-wiring assembly or part of a equipment whose rated power voltage is less than 600V, typically with single or multiple port(s) for information communication, which mainly performs input, storing, display, search, transfer, processing, exchange and/or control of data and telecommunication messages. A kit module, installed externally to a system, does not include cables for connection with the system. Kit modules typically include a built-in FDD, built-in Hard Disk, RAM, ROM board, IC card, font cartridge, DIMM board, PCI board, PCMICA card, mother board and MPU.
(Note: Data and telecommunication messages are those not only in digital form but also in analog form.)

The figure in the right illustrates examples of kit module. Option A with the cable detached and Option B are regarded as a kit module.


5. Participation in the program

A party who wants to participate in the program in order to be eligible for labeling his products with a Kit Module markMembers only is required to become a member of VCCI first and then to submit the form “Application for Participation in the Kit Module Program”Members only downloadable from the Website. As indicated in the chart below, for VCCI regular members participation in the kit module program is optional while they are bound by Rules for Voluntary Control Measures.


If a party wants to opt out of the kit module program, he is required to apply for termination of participation to VCCI. Upon termination the party can no longer ship his products with kit module quality marking.

6. Implementation steps
6.1 Determine subject kit modules
A program participant determines kit modules subject to marking out of his product line
6.2 Select matching disturbance level
Before releasing the subject kit module product to the market the program participant carries out measurement in accordance with “Technical requirements for Kit Module” by using measurement facilities registered to VCCI. Then select one of the disturbance levels out of level A to level F in the table in item 8 which corresponds to the measurement result.
6.3 Report selected disturbance level
The program participant reports the selected disturbance level in the VCCI Website before the shipment of the said product. Upon completion of reporting, shipment of the marked product is allowed.
6.4 Affix the mark
The program participant affixes the mark, whose art work is shown below, indicating the disturbance level on the registered kit module product itself, its tag or its package.

Note 1: The size of the mark shall be such that it can be discernible with naked eyes. In the position indicated with “Symbol” goes one of the following symbols indicating disturbance levels.

If the subject kit module is part of Option A as defined in the Rules for Voluntary Control Measures and it needs marking for Class B ITE, then a Class B ITE mark combined with a symbol representing the disturbance level as illustrated below shall be affixed instead of the foregoing mark.


7. Technical requirements
It is necessary for a kit module program participant to follow V-3A “Technical requirements for kit module”established by VCCI with regard to measurement facilities, measurement method and the disturbance levels to select from. The technical requirements are essentially equivalent to IEC 61967-1 and IEC 61967-6.

8. Limits in disturbance levelss

Disturbance levels are set in the frequency range from 10 to 1000 MHz, as in the table below. It is assumed that limit values in each disturbance level are linearly varied when the frequency is presented in logarithm and limit value is measured in dBμA.

9. Reporting of measurement facilities
Kit module program participants who operate measurement facilities for verification tests of disturbance level of kit modules are required to report the measurement facilities to VCCI in accordance with “V-A5 Rules for Reporting of Measuring Facilities for Kit Modules.”

10. Program participation fees
VCCI members who are also members of the Kit Module program are charged annual program fees (independent of VCCI membership fees) determined based on the track record of reporting in the previous year as indicated in the table below at the beginning of fiscal year.
